One root server
cluster supports a copy of the Legacy root for test and reference
purposes. That root server cluster may be used by ccTLD and ISPs
as a secondary root server system.
In case of network
emergency (failure of the legacy system, terrorist attack, DoS
on the legacy root system), all the other root server clusters
may be loaded with the Legacy root and provide support to the
local Internet.
Necessary IP
addressing information will be provided to the Governments and
ccTLDs and coordinated with them. Such agreements might serve
to investigate public interest rules to be agreed/voted. |
